Instrument Rating (IFR) Canada — Requirements, Cost & Timeline

You’ve got your CPL. You can legally be paid to fly. So why is every charter job posting you find asking for “CPL + IFR + Multi”?

Because without an instrument rating, you can only fly when you can see. That means no clouds, no fog, no low-visibility approaches, and no flying above most weather. In Canada — where weather comes in fast and stays ugly — that’s a serious limitation. The instrument rating is what separates pilots who can fly occasionally from pilots who can fly for a living.

Here’s everything you need to know about getting your Canadian IFR rating in 2026.


What the Instrument Rating Actually Lets You Do

Flying IFR means flying by reference to your instruments rather than the horizon outside. When clouds close in, visibility drops, or you’re flying at night through weather, instrument-rated pilots can continue safely. Non-rated pilots land and wait.

Practically speaking, the IFR rating lets you:
– File and fly IFR flight plans in Canadian airspace
– Fly through cloud, precipitation, and low-visibility conditions
– Execute instrument approaches down to published minimums (some as low as 60m RVR)
– Accept IFR clearances from ATC and operate on airways
– Fly professionally in most charter, corporate, and commercial operations

Without it, you’re limited to Visual Flight Rules — clear skies, at least 3 miles visibility, and staying out of cloud. In northern Ontario, coastal BC, or Atlantic Canada, VFR-only is a career limiter.


The Four Groups: What They Actually Mean

Transport Canada’s instrument rating comes in groups based on aircraft category:

Group 1 Multi-engine aeroplane IFR in all aeroplane groups (1, 2, 3)
Group 2 Multi-engine centre-line thrust aeroplane Specific aircraft configurations
Group 3 Single-engine aeroplane IFR in single-engine aeroplanes only

The critical point: A Group 1 rating (obtained by doing your IFR flight test in a multi-engine aircraft) covers you in both multi and single-engine aeroplanes. A Group 3 rating (single-engine flight test) only covers single-engine operations. Group 2 is a specific centre-line thrust multi category most pilots won’t encounter.

For career pilots: You want Group 1. Virtual every commercial charter, corporate, and airline job requires it. Doing your IFR flight test in a single-engine aircraft earns you a Group 3 — fine for personal flying, a dead end for commercial work without upgrading.

How you upgrade from Group 3 to Group 1: Complete an IFR flight test in a multi-engine aircraft. There’s no new written exam — just the flight test. But you’ve now paid for two IFR flight tests. This is why combining multi-engine and IFR training from the start saves money and time.


Transport Canada Requirements (CARs 421.46–421.49)

The Transport Canada minimums for an instrument rating are:

Flight Experience:
– 50 hours of cross-country PIC time (in aeroplanes or helicopters, 10 hours in the appropriate category)
– 40 hours of instrument time, of which:
– Maximum 20 hours may be instrument ground time (simulator/FSTD)
– At least 5 hours must be dual instrument flight with an instructor
– At least 5 hours in aeroplanes (for Groups 1-3)
– At least 15 hours of dual instrument instruction from a qualified person
– One dual cross-country flight under simulated or actual IMC of at least 100 nautical miles, conducted on an IFR flight plan with instrument approaches at two different locations

Knowledge:
– Pass the INRAT written examination with a minimum score of 70%

Skill:
– Pass the instrument rating flight test (TP 9939E)

Note: Instrument time and cross-country time from your PPL and CPL training counts toward these requirements. If you accumulated 15 hours of hood time during CPL training, that goes toward your 40.


The INRAT: Canada’s Hardest Pilot Written Exam

The Instrument Rating written examination (INRAT) is widely considered the most difficult Transport Canada pilot written exam. The PPAER for PPL was manageable. The CPAER for CPL was harder. The INRAT is another level.

– Meteorology (significantly more depth than CPL)

How to Actually Pass the INRAT

Most candidates who fail underestimate how different this exam is from the PPAER and CPAER. It’s not a bigger version of those exams — it’s a different kind of thinking. Here’s what works:

Study time: Budget 80–120 hours minimum. Students with strong instrument flying background might manage with less. Students coming straight from the CPL with minimal actual IMC or hood time should plan for more.

The simulated IFR flight scenario portion — approach plate interpretation, holding pattern entry, weather decoding (METARs, TAFs, GFAs), and working through full IFR departure and arrival sequences. Practice building complete approaches on paper under time pressure before the exam. Pattern recognition from hundreds of practice questions matters, but understanding the underlying procedure matters more.

One warning: Don’t rely on question banks alone. The INRAT is updated regularly and the actual exam includes scenario-based questions that won’t match memorized answers. Understand the material.


Simulator Credits: Up to 20 of Your 40 Hours

Transport Canada allows up to 20 of the required 40 hours of instrument time to be completed in an approved Flight Training Device (FTD) or Aviation Training Device (ATD). This is one of the most valuable cost-reduction tools in IFR training.

An approved FTD session runs $150–$300/hr depending on the school and equipment. Compare that to $350–$550/hr for dual IFR time in a real aircraft, and the math is obvious — 20 hours in a sim saves $4,000–$5,000 minimum.

Not all simulators qualify. The device must be approved by Transport Canada for instrument time credit. Ask the school specifically which TC approval level their FSTD has before assuming your hours count.

The catch: Your initial IFR flight test must be conducted in an actual aircraft (or a Level B/C/D full-flight simulator, which most standalone schools don’t have). So while you can train heavily in sims, you’ll need real aircraft time for the test itself.


What to Expect: Your First IFR Training Session

Your first IFR lesson will feel nothing like PPL or CPL training. You’ll put on foggles (view-limiting devices that block your outside view) or a hood, and within minutes you’ll realize how disorienting it is to fly without any visual reference. Your instructor will have you fly straight and level — just holding heading and altitude — and you’ll be surprised how quickly your body lies to you.

The first few sessions focus on basic attitude instrument flying: climbs, descents, turns, and maintaining specific headings and altitudes using only your six-pack (airspeed indicator, attitude indicator, altimeter, turn coordinator, heading indicator, and vertical speed indicator). Your scan — the systematic pattern your eyes follow across the instruments — will feel impossibly slow at first. That’s normal. Every IFR pilot started here.

By sessions three and four, you’ll begin tracking VOR radials and flying holding patterns. This is where the mental workload spikes. You’re flying the aircraft by instruments while simultaneously navigating, communicating with ATC, and planning your next action. Multi-tasking becomes survival.

Most students describe the breakthrough moment around hour 10–15, when the scan becomes semi-automatic and you can start thinking ahead of the aircraft rather than constantly reacting. If you’re not there by hour 15, that’s not a failure — it just means you need more practice. Instrument flying is a skill that develops at different rates for different people.

One tip that saves students money: chair-fly at home. Sit with your approach plates, visualize the procedure, and talk through every step out loud — configuration changes, altitude restrictions, radio calls, missed approach procedure. Students who chair-fly regularly need fewer actual flight hours to reach proficiency.


Choosing a School for IFR Training

Not all schools deliver IFR training equally. Here’s what to evaluate:

Simulator availability matters enormously. A school with an approved FSTD that’s actually available (not booked solid for weeks) can save you thousands. Ask how far in advance you need to book sim time, and whether they offer block scheduling for IFR students.

Instructor IFR experience, not just ratings. Your instructor needs to hold an instrument rating and ideally an IFR instructor rating. But beyond credentials, ask how many IFR students they’ve taken to flight test. An instructor with 500 hours of IFR dual given is very different from one with 20 hours.

IFR-equipped aircraft condition. The aircraft needs functioning IFR-certified instruments — not just a six-pack, but working GPS (ideally IFR-approved like a Garmin 430W or GTN 650/750), VOR/ILS receivers, and a functioning autopilot is a bonus for learning workload management. Aircraft that are frequently down for avionics squawks will interrupt your training flow.

Weather and location. Schools in areas with actual IMC conditions (coastal BC, Atlantic Canada, Great Lakes region) give you real-world IFR experience that you can’t replicate under the hood. Training in Kamloops where it’s CAVOK 300 days a year teaches you the procedures but not the judgment. That said, too much weather means too many cancelled flights — balance matters.

Combined Multi/IFR program availability. If your goal is Group 1, ask whether the school offers a structured combined program. Some schools will happily sell you a single-engine IFR course without mentioning you’ll need to upgrade later. A school that proactively recommends the combined path is one that’s looking out for your career, not just the next invoice.

Costs vary significantly based on which group you’re pursuing and how efficiently you train:

These are training costs only. They assume you already have your 50 hours of PIC cross-country time from CPL training. If you’re short, add those hours at single-engine rates.


When to Get Your IFR: The Timing Debate

There are three common approaches:

Option 1: IFR immediately after CPL
You keep momentum, your knowledge is fresh, and you’ll be more employable faster. Downside: you’re spending more money before you’ve earned any.

Option 2: Build hours first, then do IFR
Get a job as a VFR bush pilot or instructor, build hours, then complete IFR. Advantage: your employer might help pay. Disadvantage: VFR-only positions are limiting, and you’ll need to re-engage with instrument procedures after time away.

Option 3: Combined CPL + Multi + IFR program (the smart path)
Many schools structure a pathway where CPL, multi-engine, and IFR training overlap. You log multi-engine time during IFR training, do your IFR flight test in the multi, and graduate with CPL + Multi + Group 1 IFR — the combination virtually every commercial employer wants. If your goal is airline or commercial charter work, Option 3 is almost always the right answer.


Maintaining Your IFR Currency

The IFR rating itself doesn’t expire, but your recency does. Under CAR 401.05, you must complete one of the following within the previous 24 months to exercise instrument rating privileges:

If you let your IFR recency lapse, you can’t fly IFR. To get it back: complete an IPC. You don’t rewrite the INRAT.

For currency within that 24-month window: Transport Canada doesn’t have a 6-approach rule like the FAA does. However, individual operators (charter companies, airlines) set their own IFR currency minimums that may be more demanding than the CARs baseline.


Is the Single-Engine IFR Worth It?

If your career goal is commercial aviation, no — get the Group 1 multi-engine IFR from the start. The extra cost (roughly $3,000–$8,000 for training in multi vs single) pays back immediately in employability.

If your goal is personal flying or bush aviation where you’ll be flying singles, a Group 3 single-engine IFR is entirely appropriate and more cost-effective.

A practical note: many flight schools quote “IFR training” costs based on single-engine aircraft without making the Group distinction clear. Ask specifically: “Is this training toward a Group 1 or Group 3 IFR, and will my flight test be conducted in a multi-engine aircraft?”


FAQ

How long does it take to get an instrument rating in Canada?
Full-time: 3–5 months. Part-time alongside a job: 6–12 months. The INRAT study time is the wild card — don’t underestimate it.

Can I do my IFR training in the US and apply it toward a Canadian rating?
Instrument time logged in the US counts toward your 40 hours, but you must pass the Canadian INRAT and complete the TC flight test. A US instrument rating is not directly converted — it’s a separate TC process.

What’s the difference between an IFR rating and an ATPL?
The instrument rating is a rating added to your CPL. The ATPL (Airline Transport Pilot Licence) is a separate licence requiring 1,500 hours total time, with its own written exams (SAMRA/SARON). You’ll need an IFR rating long before you’re eligible for an ATPL.

How hard is the INRAT really?
The national first-attempt pass rate hovers around 60–65%. Plan to spend 3+ months studying seriously. Pilots who treat it like the PPAER fail. Treat it like a university final.

Do I need an IFR rating to instruct?
No — a Class 4 flight instructor can teach without an instrument rating. But IFR instructing (teaching instrument procedures) requires you to hold an instrument rating yourself.

Can I start IFR training before finishing my CPL?
Yes — you can begin accumulating instrument hours during CPL training, and many integrated programs are structured this way. However, the instrument rating itself cannot be issued until you hold at least a CPL (or PPL, for a restricted instrument rating). Starting IFR training early builds skills and counts toward your 40 hours.

What happens if I fail the IFR flight test?
You can reattempt after additional training. Your examiner will debrief you on what went wrong, and your instructor will focus on those areas. There’s no mandatory waiting period, but most examiners want to see a recommendation letter from your instructor confirming you’ve addressed the deficiencies. You’ll pay for another flight test — budget $800–$1,200 for the retake.
