Why is the price range so wide?

College programs in Ontario (Sault, Confederation, Seneca) receive government subsidies that dramatically lower tuition — some under $25K total. Private schools and out-of-province students pay full market rates. International students typically pay 2–3x domestic tuition at any institution.
